As [announced](go1.22#darwin) in the Go 1.22 release notes,
Go 1.23 requires macOS 11 Big Sur or later;
support for previous versions has been discontinued.
doc/next: initial contents Initialize the doc/next directory for the next release by copying the contents of doc/initial into it. Also, rewrite doc/README.md to add release instructions and to separate information for developers from information for the release team.
